Brand new Air plant mom From my very very BRIEF research I should soak this guy in distilled water once a week for 30 min then let him dry out for about 2-3 hours or until completely dry. And let him have lots of filtered light. I tried to type him and I believe he is a Tillandsia Caput (he was unlabeled).
