What to do with my backyard?

Located in NorCal, renting this property, just started a 2 year lease, potential to renew for a 3rd year. The owner has said they do not care about providing landscape so anything we want we would have to do ourselves.

As you can see, I have kids (2yo and 3 month old). The current makeup of the backyard is dirt, wood mulch, and dog poop (from the previous tenant). I am wanting to removal a certain amount of depth off, from the concrete to the back brick pavers, and from the planters to the fence (see highlighted area). The shade is there all day, so very little vegetation grows.

I want a backyard that my kids can enjoy and play in at all times of the year. I don’t care about grass, I don’t want my kids to get small injuries (splinters, rock scrapes, etc) as much as possible. I would want to be able to walk barefoot as well. I am thinking about laying down tier or rubber mulch. My second option is some sort of smooth rock/tiny gravel. What are my options?
