Can I save it? What should I do?

I don't know what species this guy is, I got him from my uncle, who's a bit scatterbrained and can't tell us much about caring for it.

However I soon noticed some brown, crusted leaves, crunchy to the touch, so I figured the plant needed water. A few days passed and nothing was improving, so I put it outside to get some sun, as I thought maybe it wasn't getting enough in my window.

Sadly, blue jays attacked the poor thing, I rushed outside to save it, and ever since then, it's been declining further in health.

I don't know what to do, I know over watering is a concern, but the soil feels so dry, should I actually water it again, or are these signs of over watering?

And furthermore, should I put it somewhere to get direct sunlight, or keep it in the shade (indoors)?

Thank you for any help y'all can possibly provide, I would really like to save this poor dude, and I feel awful that it seems to have only been getting worse everytime I try to help it.
