What is the clumps of white and yellowish powder in mulch or under it?

We've had issues with inadequate yard maintenance which possibly helped the lawn partly die to fungus? We were told we had fungus in the yard and had it treated. We have lots of actual visible mushrooms/fungi after rain but also the flower/bushes bed was extended and so the white powder and like yellow grainy powder in mulch or under bushes is even worse. Also it's under trees which have been pruned so it's filtered sunlight. Like rings of this stuff develop around the boxwoods.


Is this something to treat or is it actually helping and just looks ugly?

And followup to that, is there a type of mulch that's less likely to be effected like this?

(don't ever hire a husband and wife starting a landscaping company, just in case it all goes bad later on.)
