How do I make this backyard child and dog friendly

We recently purchased a house that used to run an at home daycare. They covered the backyard with this rubber material that I typically see on playgrounds. We really dislike it and want to get rid of it, especially since my dog doesnt have anywhere to do her business. Some questions for the folks in this group:

- has anyone removed this kind of rubber before? Is it difficult to remove as a diy project or do I need to hire someone?
- what are some landscaping designs that are kid and dog friendly? One option is to put in grass of course, but we are in California and that will be a lot of costs for water
