Repotting in a grow bag, any advice?

I was going to try to let this tree revive itself in its bonsai pot after a year of poor watering and light but as I learn more I'm thinking the right decision for the tree is to put it in a grow bag and let it really regrow for a year or two before putting it back in a bonsai pot.

Curious if anyone has advice for encouraging branching lower down the trunk or if there would be a way to bury the trunk and encourage root growth higher up. The trunk is simply too tall.

Down the line (2-4 years) this tree likely has a trunk chop in its future but I'm trying to see if I can help it along the way now.
