Drainage issues after neighbor installed turf

I like these neighbors, but turf was installed last year and I'm now noticing a drainage problem. This picture is after about 10 minutes of moderate steady rain.
I think when they installed the turf, they took away a few inches of dirt, but added back more rock/sand and now it is higher than my side of the fence. Their house also doesn't have gutters that run underground, so they just point this direction.

Both houses are about 5 years old, and less than 10 feet apart.
It's clay soil, so water that sits here doesn't soak in for a long time.

I assume it was probably against city code for them to build this at a higher grade, right?
I like these neighbors, so I don't want to cause any issues, so I'm just looking for suggestions.
Is this too little to even worry about?

My house has the gutters running underground, is there a way to tie something like a french drain into that?
