Lavandulas getting brown at base

My Lavandulas (L. angustifolia 'Rosea') which I planted only 1 month ago in the ground are getting brown at the base, and growth and blooming is stunted as well. I think I made a mistake to keep giving water as I thought that the brown is an indication that there is not enough water. Ofcourse it is only freshly planted so the roots are not well developed in the ground. However, now I am doubting that I actually have to give less water, instead of more. Any advice?

I live in Europe but where I live it is approximately USDA zone 7b-8a.
