Patio needs updating

This is my patio that has not been loved since it was originally built in 1977 (neighbor installed it). We have tried to fight the weeds for 5 years, but last year while going through some medical stuff this patio has absolutely lost any loving feeling it had left. It's crooked, pavers crumbling, and the cinder blocks surrounding the patio are some how super glued into their spots.

We know we need to replace the stairs, pavers, and level it out. Or my husband thinks just a deck to cover over it all and just replace the steps down to the deck. I'm worried that might cost more especially in the long run. This gets sun from 6 am until 6 pm in the summer. I'm worried wood will warp or need to be stained frequently. Whereas pavers we might have to replace the poly sand/mulch glue on stones between (haven't decided which is better). We can't do concrete because there is some plumbing and other things that are hidden under this that I'm worried might need to be be replaced down the road.

I would love a cozy area to read outside. My husband and kids would maybe like a place to use our Blackstone, bocce ball pit, or something outdoor game related. Our dogs just want a place to sunbathe. Haha. We can't put any "structures" as we have maxed out town ordinance/building department "rules" so we can put up a screen gazebo like we wanted and we have a MASSIVE mosquito issue from a drainage ditch that runs through our yard. So any suggestions for getting rid of mosquitoes and this patio would be welcomed.
